As pointed out earlier, it's hierarchy- village being at the base of the pyramid. All these classes represent human settlements. Most broad way to classify human settlements is Urban and Rural settlement / community. Please note that Settlement, community - these are generic terms for denoting geographical spaces that have some kind of human habitation on a fairly permanent basis, however some development bodies /authorities do define these in official terms.

Coming back to the question, village is a term for rural areas of human habitation, while town and city represent urban areas. So, what defines urban and rural areas? Most basic understanding on this matter is based on the socioeconomic scenario of the people living their, the lifestyle, etc., most of which can be attributed to one basic economic parameter- industries. Rural areas are those where most of the population depends on agriculture or similar activities (primary industry). While non-agricultural activities are attributed to urbanization, in other words, as is the prevalent definition in India, if more than 75% of male working population is engaged in non-agri activities, such a place is termed as urban, it town or city.

Coming back to hierarchy- the smallest city, let's say having population of 5000, where a small governing body is there, will be termed as town, while the cities will b on higher echlon, meaning thereby that cities will have higher population, more non-agricultural activities, more industries, better lifestyle, more opportunities of livelihood, entertainment, infrastructure, etc than a town.

Theoretically speaking town is also a city.

Cities are further categorised under various terms like million cities, metro, etc, on the same logic of increased size, population, growth, lifestyle, etc.
