That phrase was meant to signify hope and nothing more.

The first scene of Infinity War was dark. Dark in a sense of the absence of hope. Thor and Loki, the most powerful beings left from the Asgardian evacuation group, were helpless. None of them had the power to help each other. They were in Thanos’s mercy until their doom.

Loki saw that Thor was accepting his death. He didn’t want Thor with the same fate as himself on that ship. Loki was the only one that knew Thanos was there for the Space Stone. No one else knew why Thanos was there until Loki pulled the stone out of his hat.

I interpreted Loki’s message as a goodbye. I felt like he was saying “I will see you again in the afterlife, cheer up brother, both of us can’t die here. Thanos is here for the stone, not us.” and soon as Loki was killed, Thor gained his objective to kill Thanos. Thor was immediately reborn with anger. Through Loki’s actions, I think Thor was spared.

I think the Sun shining reference was a promise to Thor that the ship was not the ending place for him. Loki was reassuring Thor that their story wasn’t coming to a total end. He was essentially sacrificing himself for Thor’s future. Loki was trying to redeem his soul after giving away the stone in which he kept in secret.

Whether Loki actually was promising Thor something no one knew about at the time I wouldn’t know. But for now, I see it as a way of Loki finally letting Thor know that he has loved him as a brother and that they will someday see each other soon where the sun is shining on them when all said and done, kind of when Odin left Thor and Loki in Ragnorak right before Hela came down to say hi.

Answer:

Loki says: "Almighty Thanos, I, Loki, Prince of Asgard... (turns his head towards Thor), Odinson... (looks Thor in the eye, then turns back to Thanos), rightful King of Jotunheim, God of Mischief, do hereby pledge to you, my undying fidelity." ... Except, Loki always chooses his words extremely carefully.
