In addition to this, people's own preferences come into consideration, and usually there's a bell curve depicting dissatisfaction among users, and the goal is that the fewest amount of people should be dissatisfied. The peak of the bell curve amounts to around 5% of the population being dissatisfied. Can't please everyone. This curve is usually based on surveys done in the past for similar buildings.

Another important factor is that the temperature difference between the head area and the feet area should be no more than 2 degrees, or the difference will be noticeable, leading to discomfort. If a slight alteration of temperature could ensure that, then it's usually worth it.
