the \: roots \: are \:  =  > x =  \frac{2}{3}  \: and \:  \: x =  - 3 \\  =  > (x -  \frac{2}{ 3} ) \: (x + 3) = 0 \\  =  >  {x}^{2}  + 3x -  \frac{2}{3} x - 2 = 0 \\  =  >  {x}^{2}  +  \frac{7}{3} x - 2 = 0 \\  =  > 3 {x}^{2}  + 7x - 6 = 0 \\  \\ now \: compare \: the \\  \: equation \: with \: a {x}^{2}  + 7x - 6 = 0 \\ so \: the \: value \: of \: a = 3 \\ and \: b \:  =  - 6
