Only Parliament of India can make laws in India.

A bill is first introduced in Lok Sabha or House of People as its members are directly elected by people. There are discussions during that stage there could suggestions. If the government accepts the suggestions then amends the bill and reintroduces. If all well, it goes for voting. Once the bill is passed by Lok Sabha, then it goes to Rajya Sabha or Council of States as its members are elected by the state legislature.

Bill again goes through the same process in Rajya Sabha. If it is passed by Rajya Sabha then goes to President of India for final approval. President may choose to send it back to Lok Sabha if he/she feels any amendment is required. It happens very rarely. Eventually, President has to sign the bill to make it a Law.
