Positives

Many permanent military camps eventually became well known cities. The reasons why were because a large population of soldiers acted as a large foreign market to sell to (which is almost entirely dependent on the locally bought foods), and the military power acted as a power base which not only kept people safe but also under control.

Eventually, most provinces of the Roman Empire were kept safe and don't seem to have suffered from any civil war for hundreds of years. This likely has to do with the way in which Rome acquired its army: through citizens. As time went on almost all regions controlled by the Roman military gained rights to citizenship, and anyone who had it found themselves fairly comfortable in the situation in which they had found themselves. Not to mention before places gained these rights you could enter the military and earn in it upon retirement.

Negatives

The Roman army arguably committed mass genocide multiple times. Gaul famously might've had its population cut by as much as 2/3, though most modern estimates are lower or still might've been 1,000,000 killed. Certainly over the centuries they were responsible for the deaths of potentially tens of millions.
