Let the Radius of 1st and 2nd wheel is R1 and R2 respectively.

According to question ,

 \frac{R2}{R2}  =  \frac{2}{5}  \\ now \: circumference \: of \: circle = 2\pi \: r \:  \\  \frac{circumference \: of \: circle \: with \: radius \: R1}{circumference \: of \: circle \: with \: radius \: R2}  =  \frac{2\pi \: R1}{2\pi \: R2}  \\  (2\pi \: will \: get \: cancelled \: ) \\ so \: we \: got \:  \\ \\  \frac{circumference \: of \: circle \: with \: radius \: R1}{circumference \: of \: circle \: with \: radius \: R2}  =  \frac{R1}{R2}  \\ \\  \frac{circumference \: of \: circle \: with \: radius \: R1}{circumference \: of \: circle \: with \: radius \: R2}  =  \frac{2}{5}  \:  \:
