When a body is in motion , it's energy is kinetic energy. Which is given by

0.5XmassX(Velocity)^2.

As the mass of a given body is always constant , we can say that , the Kinetic Energy solely depends upon the square of velocity.

=> Energy  is Directly Proportional to Square of the Velocities.

so your answer is 2^2/3^2 = 4/9.

Hope this is clear enough.
