Shorter wavelengths are more readily scattered that longer wavelengths. Light at shorter wavelengths (like blue and violet visible light) are scattered by small particles that include NO2 and O2.

according to  lights basic phenomnon light is a wave and a group of particles these massless particles are called photons actually when a wave of light enters a particles it gets absorbed by electrons and re emitted and during these activity scaterring occurs it depends on particle size because only particles more than size of wave or simply photons can do these remission also according to fermat s principle of least time light takes quickest path there re emission is more quicker there fore scattering occurs
