It's just so simple

If the factorisation of the denominator of a fraction is in the form of 2^m × 5^n, then the fraction has a terminating decimal expansion.

i.e., if the denominator of a fraction is in the form of (2 raised to any power)×(5 raised to any power) then the fraction will had a terminating decimal.

Eg; 2/10

=> 2/2×5

so it is terminating.

1/3

=> 1/1×3

Since the factors of the denominator are other than 2&5, therefore the fraction is non terminating
