Tughlaq was a fervent Muslim and adopted sharia policies. ... Tughlaq took to heart the mistakes made during his cousin Muhammad's rule. He decided not to reconquer areas that had broken away, nor to keep further areas from taking their independence. He was indiscriminately benevolent and lenient as a sultan.

Explanation:

Muhammad bin Tughlaq (also called wise fool), couldn't had the ability to control his empire. He took many decisions which made him a bad emperor for common people. Due to this reason they were sad, so they need a benevolent king who can took care of the empire. After his death some officers chose Firuz Shah Tughlaq as the king. As the officers and other men were sad Firuz gave them gifts. He also built many monuments and forts. He avoided battles as much as he can and he laid a good administration.

For these works Firuz Shah Tughlaq gained a reputation of a benevolent king.
