Epidermal tissue doesn't have intercellular spaces because it is the outer tissue and it can't have any intercellular spaces as it acts as a protective layer of the plant.

The purpose of epidermal tissue is to provide a barrier between the inside of the body and the outside environment. Having space between the cells would defeat this purpose.
