Explanation:

The main reason why reservation has not reached the real needy is faulty implementation,lack of foresightness among the Politicians and vote politics.I suggest the following steps for overall development of India.

1) Reservation is confined to not more than 4% of the total employment in India.So, instead of giving them fish teach them how to catch fish. Reserved category people are yet to receive quality education,they are struggling to send their children to school.We need to identify those poor and needy and give them all the support including accommodation,food,cloth and their parents may be involved in the process of educating their children.Teachers role should not be confined to teaching subjects alone,they should be Counselors too.The teachers should be dedicated and they be trained in many fields.The compensation should be given according to their performance.All private schools and management schools should be taken over by government and uniform treatment is given to all the children irrespective of their caste,creed,class, region,releigion and sex.

2) Instead of wasting money in so many welfare Departments,all the resources are pooled under one head and incentives given directly to parents accounts and motivate them to educate their children and there by the leakages can be reduced

3)If at all we need to continue reservation the eligibility should not be on caste basis.The eligibilities like first child reaching secondary school,parental income,rural or Urban etc.

4)Those who have availed the reservation once in their life time should be excluded,and the benefits should percolate down to the bottom.
