Mexico is not considered as an example of democracy because it has a history of authoritarian rule by domestic dictatorships.

Competing political parties. It is hard to make the argument that your a democracy when for 72 years a single party one every single election. However, there was a lot of political competition within the party but not the kind of electoral competition we call democracy
