Three major reasons for the gradual decline of the non-cooperation movement in the cities were as follows,

  1. While mill cloth was cheap because of mass production, khadi cloth was comparatively costly. The urban poor, therefore, could not abstain too long from using mill cloth.
  2. Indian institutions that were alternatives tp the British institution had been coming up gradually. As such, the "non-cooperating Indians" had to return to British institutions.
  3. Moreover this also lead to the students  & lawyers to go back and attend govt schools again & lawyers had joined back in the govt courts.
