Three major reasons for the gradual decline of the non-cooperation movement in the cities were as follows,
- While mill cloth was cheap because of mass production, khadi cloth was comparatively costly. The urban poor, therefore, could not abstain too long from using mill cloth.
- Indian institutions that were alternatives tp the British institution had been coming up gradually. As such, the "non-cooperating Indians" had to return to British institutions.
- Moreover this also lead to the students & lawyers to go back and attend govt schools again & lawyers had joined back in the govt courts.
