In a situation of no overall control, the incumbent government gets the first chance at creating a coalition. The incumbent party could also try to govern with a minority of MPs but it would have to pass a Queen’s speech with the help of another or more than one other party.

If they cannot do this or create a formal coalition, the prime minister will have to resign. The leader of the largest opposition party may then be invited to form a government and may do so either as a minority or in coalition with another party or parties.

ell, there can't be a sureshot 'yes' or ‘No’ for this question because Democracy is itself a very complex process and in a country like India where it is needed to blend in such a plethora of variations in culture, religion,dialects etc. Then it becomes a humongous challenge to execute it. As a result there are significant number of dissenters but still our country has managed to take along of its diversity together for several decades has been made possible by the representation of various mixture of parties & ideologies in the government.

And here the role of coalition government comes into play which includes a large number of regional parties and in this way people actually feels represented and more connected towards the various execution of policies, decision making and other happenings at the centre level.

But, this great idea of coalition government which is a gift of democratic system is actually exploited by the power Hungary people . Different parties having no ideological similarities are coming together just to stay in power without any care or knowledge of actual motive behind the idea called coalition goverment.

So, I think modern politicians having lust for power have exploited this idea to suit their personal aspirations and as a result have unfortunately made this the idea of coalition government a SHORTCOMING of a democratic system.

Otherwise, if followed in true spirit , Coalition government would have been an invincible binding force for the diversity of india and would have brought people from all regions of the country to be more involved in decision making at the centre.
