good morning my respected teachers and my dear friends. I am Abhimanyu of class 9 a of Vaish Model School. I have participated in the school election. i had written name in cultural secretary of school. if you elect me then I will conduct for many cultural programs in the school. I expect the teachers and students to participate in these programs. I will make these programs more lively and happy. I will do programs on many cultures and traditions of India. this will also help the students gain more knowledge about India. so please elect me. thank you.

You can start by introducing yourself . Then you can state the position for which you are applying for.
After this you will have to convince the audience and the teachers that you will do your best by stating your promises and what will you do if you are the cultural secretary of the school.
Finally you can again conclude your debate why you should be selected.
