This formula came from the fact that ,

pi (π) is defined as the ratio of the circumference (C) of the circle to its diameter (D) .

so,

\pi \:  =  \frac{C}{D}  \\  \\ since \: D \:  =  \: 2r \\  \\ \pi \:  =  \frac{C}{2r}  \\  \\ hence \\  \\ C \:  =  \: 2\pi \: r
