Rise in level of water = 'y' x Volume of water each man displaces

y = 500 People according to the question.

Therefore , Rise in level of water = 500 x 4 = 2000m^3.

There is no need to find the volume as far as I'm concerned because there is no height given or there is no Total volume given.
