we see, 1 mole of HCl contains one mole of chlorine ions.

mole of HCl = concentration of HCl × volume

= 0.1 × 50 = 5 milimole

so, number of mole of [Cl-] ions = 5 milimole

now,

concentration of [Cl-] ions = number of mole /volume

= 5 milimole/(50 + 50)ml

= 5/100

= 0.05M

hence, concentration of [Cl-] ion = 0.05M
