The answer lies with the denominator of the number

512 = 2*2*2*2*2*2*2*2*2

= 2^ 9

for a terminating decimal..it's denominator must be in the form 2^m × 5^n

for 512 = 2^ 9 * 1

= 2^ 9 * 5 ^ 0 ( anything power to zero is 1)

Hence it can be represented as terminating decimal
