First balance nitrogen

there is one nitrogen atom in the reactants side and two in the products side.

therefore,

2HNO3 + Ca(OH)2 -> Ca(NO3)2 + H2O

Now balance hydrogen

there are 4 hydrogen atoms in the reactants side and two in the products side

therefore

2HNO3 + Ca(OH)2 -> Ca(NO3)2 + 2H2O

now it is balanced
