GIVEN:

10% v/v of HCl is mixed with 10% v/v of NaOH so both have same volume.

Also,

Density of NaOH = 1.5 ( Density of HCl )

(M/V) of NaOH = 1.5 ( M/V) of HCl     [ Density = mass(M)/ volume(V) ]

[Volume is same so it gets cancelled]

Mass of NaOH/ Mass of HCl = 1.5/1

Therefore,

Number of moles of NaOH = 1.5/ 40 = 0.0375

Number of moles of HCl = 1/18 = 0.0274

NaOH has more moles so the solution will be BASIC.
