molecular weight of urea=60
no .of moles = 6/60 =0.1
weight or volume of water is the same because density of water is equal to 1 g/cc
given weight can be taken as volume
therefore
concentration = 0.1/(100x10^-3)
=1M ( molarity)

thank you
