Its generally beleived that second law of motion can be used to prove the first law of motion , but it is not so. From second law we get F=m*a. If external force F will be zero then acceleration will also be zero. But from this we cannot directly jump to the conclusion that the velocity will be constant as this acceleration can be zero for an instant as well.
For eg: when a ball is thrown vertically upward its velocity at the highest point is zero although the accelaeration is 9.8 m\s^2 . Similarly a vise-versa situation is also possible. Therefore we cannot derive the first law of motion from the second law.
Thus Newtons laws of Motion are independent.
