The Indian Civil Services Act was passed during the Viceroyalty of Lord Canning in the year 1861. It provided the reservation of certain principal posts for the members of the covenanted services. Thus, the Principal posts were reserved for British.

The Civil Services were started in under the Charter Act of 1833. In 1853, the civil services became an open competition however the exams were conducted in London only.
