As a matter of fact, reverse transcriptase is not present on human chromosome. Normally, no enzyme is present on chromosome because it is a coiled strand of DNA.

Reverse transcriptase is an RNA dependent enzyme which is present in retrovirus such as HIV and AMV. Moreover, reverse transcription does not take place in human naturally.
