 { - 6}^{5}  \times  { - 6}^{3 - m }  =  { - 6}^{3}

as we know that the powers are added while multiplying if the base is same and powers are subtracted why dividing if the base is same..

 { - 6}^{5 + 3 - m}  =  { - 6}^{3}  \\

-6 LHS and -6 of RHS is cancelled out

8 - m = 3 \\  - m = 3 - 8 \\  - m =  - 5 \\ m = 5
