 = (  { \frac{ - 1}{3} }^{2}  + 3  \times \frac{ - 1}{3}  - 2) - (2 \times   { \frac{ - 1}{3} }^{2}  + 3  \times \frac{ - 1}{3}  - 1) \\  =( \frac{1}{9}    - 1 - 2) - ( \frac{2}{9}   - 1 - 1) \\  = ( \frac{1}{9}  - 3) - ( \frac{2}{9}  -  2) \\  =  \frac{1}{9}  - 3 -  \frac{2}{9}  + 2 \\   = \frac{ - 1}{9}  - 1 \\  =  \frac{ - 1 - 9}{9}  =  \frac{ - 10}{9}
