Step-by-step explanation:

Perimeter = 64 cm

Let the 2 sides be  5x and 3x.

Perimeter = 2 (L + B)

     64 cm  = 2 (5x + 3x)

      64 cm = 2 * 8x

   64 cm/2 = 8x

             8x  = 32 cm

                x  = 32/8 cm

                  x = 4 cm

L = 5x = 5 * 4 = 20 cm

B = 3x = 3 * 4 = 12 cm

Perimeter = 140 cm

Let the one side be 'x'.

Other is longer than 'x' by 10 cm = x + 10 cm

Prerimeter = 2 * (L + B)

    140 cm  = 2 * ( x + x+10 )

    140 cm  = 2 * ( 2x + 10)

       140/2  = 2x + 10

       70 cm = 2x + 10

70 - 10 cm = 2x

              2x = 60 cm

                x = 60/2 cm

                x = 30 cm

one side = x = 30 cm

other side = x + 10 cm = 30 + 10 cm = 40 cm

Let us verify if you have any doubt -

P = 2 * (L + B)

140 cm = 2 * (30 + 40 cm)

140 cm = 2 * 70 cm

140 cm = 140 cm

LHS = RHS

Hence, our answer is correct.

For your last question give figure to answer it is little bit confusing.
