Well it's really hard to say which navy is strongest in INDIAN OCEAN.
If you say about all the navies then the countries that have blue water navy such as USA and UK can efficiently operate anywhere in the world.
There's really ambiguity in your question.
If you talk about the current fleet deployed then naturally INDIA has an undue advantage over all the other navies due to its strategic geographical position that makes INDIA closest to the INDIAN OCEAN, hence more fleet withing a very short time can be deployed. On the other hand backup can be made available in no time as the naval bases of INDIA are more closer than other bases. INDIAN NAVY is readily guarding the whole coasts of INDIA and montoring arabian sea, bay of bengal and indian ocean. It is also provinding assistance and security to other naval vessels.
INDIAN NAVY and PLAN are displaying their presence and power in INDIAN OCEAN and in my opinion INDIAN NAVY can be considered the strongest in INDIAN OCEAN.
But if we talk about any specific operation in which other countries whole fleet are to be deployed in INDIAN OCEAN then the bitter thruth is INDIAN NAVY still need alot of improvement and advancement.
