no ....... electric can only be conducted when there is iodine or iron present in the water .............. but you can get very small current which cannot light anything

no since to conduct electricity there must be some ions or conducting subs be present in water..and since you have taken sugar sol'n in distilled water...b'coz of sugar in non ionic..and even there is no impurity in distilled water which could conduct electricity..hence it will not conduct electricity..
