Given:-
60\% \: of \: x \:  =  \frac{3}{10} y \\  \frac{6}{10} x =  \frac{3}{10} y \\  \frac{y}{x}  =  \frac{6}{10}  \times  \frac{10}{3}  \\  \frac{y}{x}  =  \frac{2}{1}  \\ on \: comparing \: with \: given \: condition \\  \frac{2}{1}  =  \frac{p}{q}  \\ p = 2 \\ q = 1 \\ p + q = 2 + 1 = 3
