Because during cleavage formation, the surface area of the cell needs to be increased to maintain the nucleocytoplasmic ratio. This happens due to the production of membrane proteins by ribosomes attached to RERs (Rough Endoplasmic Reticulum) or found scattered in the cytoplasm, Theses proteins undergo modification and repackaging in th Golgi apparatus and the get trapped inside the vesicles which later fuse with the cell membrane thus increasing the respective cell's volume.

So, the nucleocytoplasmic ratio increases not decreases.
