see there are 3 prominent latitudes equator i.e. 0* latitude, the 23 1/2 * latitude both in the north and south hemisphere as tropic of cancer and capricorn and then come 66 1/2 * latitude i.e. polar latitudes . if we take 60* parallel latitude in what terms is it half of equator, see after 45* latitude polar climate starts in many regions specially in southern hemisphere. If you see temperature wise after 30* N/S latitude it drops steeply. so in my view 30-45* latitude can be taken as half of equator because of the tilt in the axis of earth.
