Solution:

64 smaller but identical cubes have been put together to form a larger cube.

New cube Size  = 4 x 4 x  4

Cubes at each face not on edges   will have exactly  Face painted

Cubes at each face not on edge = (4 - 2) * ( 4 - 2)  = 4

there are 6 Faces in Cube

Hence 6 x 4  = 24  cubes

24 smaller cubes have exactly one face  painted
