here's your answer mate ☺️

Velocity of rain =vr=20j=vr=20j

Velocity of man =vm=5i=vm=5i

Velocity of wind =15i=15i

Velocity of rain with respect to man when wind is blowing is

=15i−5i+20j=15i−5i+20j

=20j+10i=20j+10i

tanθ=2010tan⁡θ=2010

=2=2 from the horizontal.

Hence the person should hold is umbrella at αα (with vertical)

=tan−1(12)=tan−1⁡(12)

hope it helps
