7+3=410,9+6=315,2+1=13 and what is the answer of 5+4=

7 + 3 = 410
i.e. difference of 7-3 = 4 and after that sum of 7+3 = 10
Combining both 410

So implying this rule only

5+4 = 5-4 = 1
and 5+4 =9 combining both i.e

19 is the answer
