 \frac{7^{ - 4} }{ {7}^{ - 6} }

By applying exponential rule,

 \frac{ {x}^{m} }{ {x}^{n} }  = x ^{m - n}

We get,

  \frac{7^{ - 4} }{ {7}^{ - 6} }  = {7}^{ - 4 - 6}  =  {7}^{ - 10}

Therefore the correct answer is 7^-10
