Use the property
 {a}^{x}    \times  {a}^{y}  =  {a}^{x + y}

( \frac{7}{8} )^{ - 3}  \times ( \frac{7}{8} )^{11}  =  {( \frac{7}{8} )}^{x}

( \frac{7}{8} )^{ - 3 + 11} =  {( \frac{7}{8} )}^{x}

( \frac{7}{8} )^{ 8}   =  {( \frac{7}{8} )}^{x}

x = 8


Thus, x = 8.
