Let original rate = x per kg.

Reduction of 21% in the price.

New rate = 79% of Rs. x per kg

= (79 * x)/100

Now,

=> {(100/79x)/100} - {100/x} = 3.5

=> 10000/79x - 100/x = 3.5

=> 10000 - 7900 = 3.5 * 79x

=> x = 2100/(3.5 * 79)

Reduced rate = (79/100) * 2100/(3.5 * 79)

=> 6
