a) Because spanner has a longer moment arm and torque depends upon moment arm greater the moment greater will be torque produced so it is easy to unscrew a tight nut using longer spanner.
b) This situation usually does not happens in short trees but in long trees because long trees does not sheltered by the force of wind at the upper reach of the tree groove.
