\tt -2x + \dfrac{3}{2}y-4 = 0\\\\\tt Taking\:\: LCM\:\: of\:\: the \:\:denominator\\\\ \tt So,\\\\ \tt \Rightarrow \dfrac{-4x+3y-8}{2}=0 \\\\ \tt \Rightarrow -4x+3y-8=0\times2 \\\\ \tt \Rightarrow -4x+3y-8=0 \\\\ \tt Multiplying\:\:both\:\:sides\:\:by\:-1\\\\ \Rightarrow -(4x+3y-8)=0 \\\\ \tt \Rightarrow 4x-3y+8=0

Now comparing it with ax + by + c

So, a = 4

b = -3

c = 8
