a) Baking soda is basic in nature and if used in cake as an ingredient instead of baking powder...it will form a bitter taste.

b) To convert baking soda into baking powder we need a nacent oxygen from a mild acid like tartaric acid.

Thus tartaric acid can be used to convert baking soda into baking powder

c) The tartaric acid added to baking soda neutralises it into some extent making it suitable for baking and release co2 when baked.
