We know that Selling Price is sum of Cost Price and Profit on Cost Price.

SP= CP + P

Consider Cost price of pure milk to be x,

so

SP = x + 25% of x

SP= (100x+25x)/100

SP= 125x/100

SP= 5x/4

So we get x=4SP/5

Now actual cost of 1l of milk should be 4SP/5 but it is sold at SP which means it contains 4/5 parts of pure milk and 1/5 parts of water.

Therefore 1/5*100 = 20% of water should be added.
