There are 31 days in may, if there are four Fridays and four mondays, then first day of the week has to be a Tuesday. because then 4 weeks would be 28 days and 3 more days will be Tuesday, Wednesday and Thursday. only possible case.

Hence 21st would be a Monday as in 3 complete weeks starting from tuesday hence monday. and next would again start from tuesday.

You can also form the calender after first step with tuesday as day 1 and realise that 21 is Monday.
