Let x be at tens place and y be at the unit place.
We know a number is in form of 10x + y
Number for by reversing the order of digits = 10y + x

7(10x+y) = 4(10y+x)
70x + 7y = 40y + 4x
70x - 4x = 40y - 7y
66x = 33y
x = 33y/66 
x = y/2 ...(1)
Now it is given that x-y=3, -y = 3-x, y = x-3 ....(2)
Put 2 in 1 
x = x-3/2
2x = x-3
x = -3
Put x = -3 in 2
y = -2-3
y = -5
The require number = 10x+y = 10(-3) -5 = -35
