Ice at 273 K will absorb heat energy or latent heat from the medium to overcome the fusion to become water. Hence the cooling effect of ice is more than the water at same temperature because water does not absorb this extra heat from the medium.

Hope it helps:)

Answer:

It is because

Explanation:

273K means 0 degree Celsius and when an ice is at 237K it absorbs heat from our palm and from our surroundings with accordance to the latent heat of fusion which means hidden heat absorbed by a freezed material to be melted.
