=> x + y = 70 [eq1]

or

x = 70 - y

=> 10x + 50y = 1900 [eq2]

i.e x times the no. Of 10p coins + y times the no. Of 50p coins is equal to 1900p

Substitute the value of x in eq2, you get

10(70 - y) + 50y = 1900

=> 700 - 10y + 50y = 1900

=> 40y =1200

=> y = 30 coins of 50p

When you replace this value in any of the eq1 or eq2 (I'll do it in eq1)

=> X +30 = 70

=> X = 40 coins of 10p

To verify

40 times 10p is 400p i.e. 4 Rs and 30 times 50p coins is 1500p i.e. 15rs. The sum gives you 1900Rs or Rs 19.
