The reason is a little amount of fresh water which is suitable for human consumption is present on earth .and rest major part of water contained in  oceansand sea which are highly saline and not fit for consumption.

The percentage of the fresh fit for used by humans and other species for drinking is just about  2% only.

Rest all water contained in  in the oceans or in polar regions in the form of glaciers.

Some portion of ground water is in located very deep of the earth surface.and is difficult to access.
